Alice Richardson’s Book on Housing Licensing & Enforcement Published

Trinity Housing, Property and Public Law barrister, Alice Richardson, has authored A Practitioner’s Guide to Housing Licensing and Enforcement’ recently published by Law Brief Publishing.

The book provides a structured and practical account of the licensing regimes under the Housing Act 2004 in England and Wales, and includes the recent amendments made by the Renters’ Rights Act 2025.

The book is divided into four parts:

  1. The Statutory Licensing Framework
  2. Licensing Procedure and Liability
  3. Criminal and Civil Enforcement
  4. Housing Licensing in Practice

The publication is written for the benefit of local authority lawyers and officers as well as those representing social and private landlords, agents or tenants. In particular, it is aimed at those who may not necessarily consider themselves specialists but are increasingly expected to advise on housing licensing, enforcement and other consequences of non-compliance.

Alice frequently advises and represents a wide range of local authority, social housing, private landlords and individual clients at all stages of housing licensing from designation through to enforcement including prosecutions, appeals and judicial review. Her extensive experience informs the practical focus of this book.

Called to the Bar in 2013, Alice has specialised in Property, Housing, Local Government and Public Law throughout her career. Alice is a member of the Attorney General's Regional B Panel of Counsel, as well as Deputy Head of Trinity Chambers’ Civil Team.
