In R(OTA Ruby May (1) Ltd) v Leeds City Council CO/17440/2013, specialist Trinity judicial review barrister, Philip Engelman successfully acted on behalf of the owners of a Leeds lap dancing club following the refusal of its Licensing application by Leeds City Council on the basis that the club was situated near to "buildings with sensitive uses". The club, "Deep Blue", was due to close on 13th December. At the hearing on 12th December held at the High Court in Leeds, the club was given leave to remain open pending full judicial review proceedings.
Philip is a barrister in Trinity Chambers' Judicial Review, Business,Chancery, Employment and Regulatory practice groups. Philip, who sits as a Crown Court Recorder, has also lectured extensively on commercial and licensing related judicial review proceedings.
He was recently recognised in the 2013 Legal 500 as "a heavyweight in judicial review cases".
