Head of Trinity's Licensing team, barrister Charles Holland has co-authored a guide to the new "Pavement Licence" regime.
The Business and Planning Bill 2019-21 was given its first reading in the House of Commons on Thursday 25 June 2020. It is likely that the Bill will be rushed through Parliament and become law later the following week in anticipation of the easing of Coronavirus lockdown measures in the licensed and leisure industries.
The Bill introduces a new “Pavement Licence” enabling businesses selling food and drink to apply to local authorities for permission to put tables and chairs outside their premises, in turn promoting social distancing. This temporary measure bypasses the vast array of consents ordinarily required, including planning, Highways Act and street trading legislation.
Charles, together with fellow licensing experts Sarah Clover and Leo Charalambides of Kings Chambers, have co-authored for Nexstart (the National Exit Strategy Advice & Response Team for the Hospitality and Entertainment Industry) a detailed guide on this aspect of the new legislation.
