Head of Trinity Chambers' Licensing team, Charles Holland has co-authored with licensing barrister, Gary Grant, an article feature in Local Government Lawyer entitled "The 3-Tier Covid Regulations: Impact on Licensed Premises".
The article summarises the newly introduced 3-Tier Covid Regulations and assesses their impact on licensed premises. The graduated scale of restrictions, which will last for six months and came into force on 14th October following a Commons debate just the day before, introduces 3-tiers of alert, each with its own set of Regulations containing prohibitions and exceptions.
The article attempts to unravel the complex Regulations for the benefit of operators, regulators and practitioners and covers an explanation of each of the 3 Tier restrictions, their interrelation with other Regulations, including the Public Health (Control of Disease) Act 1984 and numerous Health Protection (Coronavirus) (England) (Regulations 2020) and concludes with the prescribed enforcement provisions.
