Head of Trinity's Licensing team, barrister Charles Holland, has provided an up to date and detailed analysis of emergency Coronavirus legislation closing restaurants, cafes, bars and public houses.
The Health Protection (Coronavirus, Business Closure) (England) Regulations 2020 (SI 2020/327) were made at 2pm on 21st March 2020, under the Public Health (Control of Disease) Act 1984 and come into force immediately. The regulations will be laid before Parliament just two days later on 23rd March.
The Regulations enable the practical deployment of Prime Minister Johnson's objectives given in a press release statement on 20th March that “We are collectively telling cafes, pubs, bars and restaurants to close tonight as soon as they reasonably can, and not to open tomorrow.”
