Following Prime Minister Johnson’s Halloween announcement of the second national lockdown, on the evening of Tuesday, 3 November 2020 the new national lockdown regulations applicable in England were published: The Health Protection (Coronavirus, Restrictions) (England)(No. 4) Regulations 2020 (“the No. 4 Regulations”). The exceptional circumstances leading to the rushed through regulations have been detailed by an "Explanatory Memorandum" prepared by the Government.
