Trinity's Steven Reed Successfully Defends Police Sergeant at Accelerated Police Misconduct Hearing

Trinity Professional Disciplinary and Misconduct barrister, Steven Reed, successfully defended Police Sergeant (PS) Katrina Moore at an Accelerated Police Misconduct Hearing (AMH) that took place on 11 December 2025. The AMH was presided over by the Chief Constable of Northumbria Police.

PS Moore faced an allegation that she signed a document in another officer’s name that was subsequently submitted to the CPS in a criminal investigation. The appropriate authority alleged that PC Moore acted dishonestly, breaching the honesty and integrity and duties and responsibilities standards of professional behaviour. PS Moore admitted the conduct but denied acting dishonestly.

Following submissions on the day of the hearing, the Chief Constable determined that PS Moore did not act dishonestly but had acted with a lack of integrity. Following further submissions, the Chief Constable decided that the officer did not require to be dismissed and determined that the appropriate outcome was that PS Moore would be reduced in rank to a constable.

Steven was instructed directly by the Police Federation of England and Wales in this case.
